The electric carts at all of the municipal courses had been left unplugged and had to be recharged, forcing golfers to walk the courses, said James Ward, the city's director of golf operations.

"We don't know who was responsible for it, but when we took over all the carts were just sandwiched in together and none of them had been plugged in," Ward said. "Once we were able to get them charged up, we were able to rent them out."

Imagine that, they didn't leave the fleet all ready to go!
